Hasta los primeros años de 1800, los altoperuanos todavía soportaban el sometimiento a la corona española; vivían una tiranía cuyo maltrato y abuso de poder se hacía cada vez más difícil de tolerar. Sin embargo, en varios patriotas estaba germinando la semilla de la libertad.
